Bug Description
Incomplete -> does it apply to the bug actions (the bug is not
finished), or to the remedy actions (the remedy is not finished).
Perhaps just making it a phrase - 'incomplete information' would be
sufficient.
See bug 293440 for an example of a user getting confused.
