Explanation would be nice when application for mailing list is declined

Bug Description

When users apply for a team mailing list in LP and that application is declined, it would be nice if LP displayed the reason for the application being declined.

Currently: if an application has been declined, the "Configure Mailing List" page merely states that "The application for this team's mailing list has been declined. Please contact a Launchpad administrator for further assistance." but does not give any indication of why the application was declined.

Preferred: it would be more informative if the user were given some indication of why the application was declined -th is will allow them to take corrective action, if appropriate.
