Fix DistroSeriesBinaryPackage Publishing history

Celso has requested two changes to the publishing history that is displayed on the DistroSeriesBinaryPackage pages (such as https://launchpad.net/ubuntu/intrepid/+package/libpurple-dev )

1) The history should be moved from the portlet to the main content (see Bug 257295 for description of why)

2) The query that produces the history needs to be updated so that it includes superseded records while not including removed records (currently it just has a 'dateremoved is null' clause which apparently excludes both?)

Note that the point in changing the publishing history query is to allow users to access the whole history (including overrides and version discrepancies across architectectures).

Similarly to what is available in https://edge.launchpad.net/ubuntu/intrepid/amd64/libpurple-dev, but across architectures.

A direct link to the mentioned page is desirable too.
