Bug Description

Person/+{related-software,ppa-packages} link to P3As if there are any uploads to them. They probably shouldn't be linkified if I can't see the P3A.

This is kindof-incomplete (because if we're still doing this, it will oops and be a critical, and if we're not the bug should be closed.
