$TEAM/+add-my-teams does not allow me to add my teams to a restricted team even if I'm an administrator/
"This is a restricted team
New members can not be proposed—they can only be added by one of the team's administrators."

If you're an admin of the restricted team, you can use $TEAM/+addmember to invite any other teams to it.
It is certainly confusing, though, to have the "Add member" and "Add one of my teams" items in the actions menu of a team's page. Maybe we could just remove the latter if the person viewing the page is a team admin?
