soyuz requires distroseries to exist with same name to set it as a build dependency

Bug Description

To set another distroseries in another repository as a build dependency of a distroseries, the distroseries must have the same name. You should be able to set any distroseries as a dependency.

For some reason, I suspect I filled this when I had admin privs on dogfood and was playing around with distributions but I can't recall for sure.
