PPA support for syncing from other APT repositories

Bug Description

It would be useful if PPA could automatically synchronize packages from other APT repositories, such as the Debian (experimental) APT repositories, just like is done when syncing from Debian to Ubuntu. This would make life a bit easier for the bzr team, since packages currently have to be uploaded manually to all distributions in the PPA *and* to Debian experimental.

Adding features in this direction becomes a lot more consistent and easier when we have a consolidating repository-importing mechanism. Such component is being used for importing debian repository and is working well.
My feeling is that soon we will be in a position to allow imports from other (smaller) archives as well, but I don't see it as a high priority task, right now.
