Bug Description

I am unable to use Launchpad to track bugs in remote bugtrackers without first targetting the bug to an Ubuntu package. It is only after a bug has been targetted to an Ubuntu package that I am allowed to create a remote bugwatch targetted to an upstream.

In many cases this won't be a problem as the bug will indeed also be in the packaged version. However, this will not always be the case particularly during alpha and beta cycles upstream.

This shouldn't be too difficult to do as an extra option on the guided +filebug form. The only problem is ensuring that the remote bug watch task is pointed at the right project (since > 1 project can use a particular bug tracker, e.g. the Gnome Bugzilla).
