Bug Description
When trying to reproduce bug #286401 on staging, I got:
SMTPDataError: (550, 'Administrative prohibition')
as seen on OOPS-1040S111.
The steps to reproduce are the same as bug 286401, trying to contact a user (+contactuser) that has non-ASCII chars on its display name, but this OOPS just happens on staging.
