warn translators of pending import files

Bug Description

If a translator start translating a package for a specific language and for that language there is a file pending to be imported, he/she should be warned to avoid duplicating the work.

This is a nice idea, even though Launchpad tries to gracefully handle any conflicts.

The warning should avoid duplicate work.

For example now Gimp is translated only 20% for Romanian, on the import queue there are other 2 files pending for import, one from the gimp package and another one updated by the Romanian translator of Gimp which does not use Launchpad for translating but it does want to upload it work in Launchpad to make the translation also available to the Ubuntu comunity.

Right now if a member of Romanian team does not check the import queue he/she will start tranlating GIMP and redoing all the translations from the import queue.

I think this feature is not very hard to implement and can save some work.
