language export should cope with librarian failure

Bug Description

Language pack exports sometimes need to be made in time critical situations, and the run time is lengthy. At the end of a normal run, an attempt is made to store the result in the Librarian. We cannot guarantee the Librarian is available, and if it isn't the script aborts and the work lost. In this case, because of the lengthy runtime and the need to meet deadlines, we should handle this situation. If the upload to the Librarian fails, a tarball on disk should be generated before the script aborts as a fallback.

Librarian is now (mostly, and fully soon) HA. This lowers the urgency for this.
