OpenPGP key import fingerprint field lack of error reporting

Bug Description

I'm trying to register my GPG key at https://launchpad.net/people/ijackson/+editgpgkeys

I typed various things in the box and it just gave me the same page again. Did it fail to find my key ? Does it not like the syntax ? Does it want more of the fingerprint ? Does it not like my key ?

I tried:
 23f5addb
 23f5 addb
 59 06 F6 87 BD 03 AC AD 0D 8E 60 2E FC F3 76 57
 5906 F687 BD03 ACAD 0D8E 602E FCF3 7657

The key I am trying to import is this one:
sec 1024R/23F5ADDB 1993-01-17
      Key fingerprint = 59 06 F6 87 BD 03 AC AD 0D 8E 60 2E FC F3 76 57

This is a duplicate of bug 4746. The actual cause here is that we don't currently accept old v3 RSA PGP keys.

There are two bugs here:
 1. v3 RSA PGP keys don't work (mine is actually a v2 key but
    that's not important right now).
 2. There is no proper error reporting.
