clutchy way to file a new bug under team

Bug Description
The manner of filing a new bug under a team could be some what easier, examining the path I take:
ex.
Me: Ohhh packagekit PPA, shiny - clicks https:/
Me: Ohh a bug, shiny, let's tell the developers
(The natural inclination here would be the click the bugs tab)
Me: *confused* Where do I click to file a new bug
This seems like the natural path to take, I don't just want to see assigned bugs, I want to be able to file a new bug under the bugs tab. By allowing me to add a new bug this way I would be safe knowing that the bug went to the PPA maintainers instead of the maintained version in the Ubuntu main repos, it would also fit into the natural workflow logic of testing PPA builds, file bugs where you obtain the code.
