Bug Description

Targetting a bug to a series generates no email notification. This is highly irritating, as we use it to denote release-criticality, and I want to know if a bug to which I am assigned becomes RC. They also don't show up in the activity log (bug #252951), but their creation time can at least be seen in the table on their right-hand-side.
