Okay, I think this is not quite a duplicate of bug #506018. Rather, Emilio is talking about adding a "Has patch" column to the +packagebugs report for a person. That's pages like these:
...etc. Presumably, a "Has patch" column would mean showing all the (open) bugs for that package that have a patch attachment.
I'm not assigning this to any milestone right now, but am leaving the 'patch-tracking' tag on. If someone (Emilio?) wants to implement this, though, please go for it -- we're standing by to help. See https://dev.launchpad.net/ for how to get started.
