Bug Description
After the fix for bug 261330, all new mirrored branches for a project with a private default stacked on branch will be stacked on that private branch and so will end up being private themselves. This possibly isn't what should happen.

When we mirror branches to a product with a private default stacked-on branch, those branches should not be stacked.
