participation page should allow joining/creating teams

<https://edge.launchpad.net/~mbp/+participation> (linked from the person home page) shows what teams I'm currently in; people seem to look here when they're trying to join an existing team or create a new team. There is no indication of how to do either of them. It would be nice to provide links and/or documentation on how to do this.

Just a link from the portlet to <https://edge.launchpad.net/people/+newteam> would be a great start, and should be trivial to do.

I do not think this is the page for joining since the rules of the team must be read on the team's page. I would like to see a (+) Create team link on this page in accordance with the rule that you should be able to append to a list.

You could handle the "I want to join a team" case by having a link
promising that asks which team then takes you to a page showing the
team's rules or to the team's join form.

Empirically people don't read team rules or notices before trying to
join anyhow :-/
