launchpad searches do not always show duplicate bugs for subscribers

Bug Description
If a team is subscribed to a bug via a duplicate, then the bug list for that team does not show the bug. To see the bug in the team's buglist, you must unsubscribe the team, then subscribe the team again.
This functionality is important for the ubuntu-security team, as we track contributed debdiffs using this team in LP.
