"Propose as goal" link leads to "Not allowed here" error

For me, <https://blueprints.launchpad.net/ubuntu/+spec/graphical-grub-config> contains a "Propose as goal" link. Following the link returns a "Not allowed here" error page.

Unauthorized: (<zope.app.pagetemplate.simpleviewclass.SimpleViewClass from /srv/edge.launchpad.net/edge/launchpad/lib/canonical/launchpad/templates/specification-distroseries.pt object at 0x2aaaaf5aee10>, 'browserDefault', 'launchpad.Edit')

Either:
* anyone logged in should be allowed to access the page; or
* the link should not be shown to those who can't access it, and the text "You can invite members of your community to nominate blueprints as feature goals" should be removed.
