bugs and blueprints disabled but users still submit them

Bug Description
My project, Epidermis, only uses Launchpad for Code, but despite that, a user has managed to submit a question and another user has submitted a blueprint.

I tried this myself on another project which only uses Answers and Translations, but I still managed to submit a blueprint:

I tried enabling and disabling Answers and Blueprints on my project, but to no avail.
What I expected to happen:
- users shouldn't be able submit questions or blueprints if those sections have disabled
- the links to Answers, Blueprints and others should be clearly disabled (greyed out) if not in use.
- project managers should have the ability to delete questions and blueprints if those sections are not in use.
