add global search method for tasks

Bug Description
The web UI has a global page for searching bugs [0] but the launchpadlib lacks this functionality. It would be nice to have something like

This functionality will show up in launchpadlib automatically if the bug team publishes it through the web service, so I'm giving the bug over to them.
