launchpad.net/projects, code.launchpad.net/projects, etc are identical

These URLs currently return identical pages:
* https://launchpad.net/projects
* https://code.launchpad.net/projects
* https://bugs.launchpad.net/projects
* https://blueprints.launchpad.net/projects
* https://translations.launchpad.net/projects
* https://answers.launchpad.net/projects

This clutters search engines <http://www.google.com/search?q=%22projects%20registered%20in%20launchpad%22> as well as confusing people's browser histories, making them think they haven't seen a page when they have.

I suggest this be fixed by:
* Making <https://launchpad.net/projects> the canonical URL for the "Projects registered in Launchpad" page.
* Moving <https://code.launchpad.net/+project-cloud> to <https://code.launchpad.net/projects>, with a permanent redirect (301) from the +project-cloud URL.
* Redirecting the other URLs temporarily (302) to <https://launchpad.net/projects>, but eventually turning them into "Projects that use this application" summary pages, like the Code project-cloud page.
