Provide drop-down list (or similar picker) with approved tags + put info how to use tags on well-visible place.

Right now it is not evident and not intuitive how tags should be used unless reporter occasionally reads mentioned link. I did this after a really long time and only due to comment of another person who is aware of such tags usage (argh, nobody RTFMs without reason for sure, sorry :D).
Once tags are quite well defined, what about to add drop-down (or similar picker) to easily select approved tags for this field?
And what about put mentioned link close to according form field in well-visible place so reporter has chances to figure out how to use tags field correctly?
Otherwise incorrect tagging could occur easily. Actually, I wonder how many bugs are tagged correctly by reporters, especially external ones.
