The "upload translations" and "upload a file" links are confusingly similar

Bug Description

This is the first in a series of three reports based on question #43756, suggesting ways to improve the translation interface.

The "upload translations" link from a project's main translation page is too easily confused with the "upload a file" link from individual template pages - it's not immediately obvious what the difference is between the two. It would be easier to understand if "upload translations" were changed to something like "add a template", and "upload a file" were changed to "update this template". The words "add" and "update" have the benefit of being command names in most revision control systems, so should be fairly intuitive to users that have a good grasp of bazaar.

According to the answer to question #43756, these labels would technically be less accurate, as the "upload translations" link can be used to upload new translations for specific templates. However, I can't think of a good way to convey such a complex message in three words, and I would suggest that it's better to have a clearer label, and to leave the extra functionality for experts to discover later.

This has been improved over time. I think it's sufficiently clear what it is now (considering that we also want to be a bit more specific than say "add a template" since it's not really just adding templates).
