for bug reports: add "summary/workarounds/solution" text field

Bug Description
It would be nice to have an additional text field for bug reports where a summary of the current findings and workarounds could be entered. Often, there are bugs with many comments, where possible workarounds can only be found by reading through all comments. In these cases, the bug reporter (or selected people, or maybe any contributor) could edit this new text field and note the workaround(s) there. That text would then be displayed somewhere near the top of page (maybe below initial bug text), so other people who have this problem could quickly see how to get around it.
