Bug Description

At the moment, when bug forwarding is enabled for the BugzillaLPPlugin and TracLPPlugin ExternalBugTrackers, all bugs will be forwarded upstream. That's not necessarily desirable for the upstream admins, as pointed out in a thread on launchpad-users (http://tinyurl.com/6oxw2e):
