Add batching to CoC admin console result list

Bug Description
There is some fixes to allow the LP admins to see the entire list of signed code of conducts inside the section, this list can be huge and it's not wrapped by batching system. No security issue is related to it since it's protected by LP admin, it's just the inconvenience of rendering the page.
