Bug Description
affects launchpad
It would be useful if it was possible to subscribe to a project as a
whole (perhaps as digest mail to avoid high volumes) - without having to
manually subscribe to bug mails and to each and every branch from that
project and also seeing notifications of new branches.

It's already possible to subscribe to bug mails from a project a whole. It's not possible to do so for branches, so I think that's what the real bug is.
Would that will be enough, or you'd really like to have only one control for everything?
