Bug Description
When apport opens bugs.launchpad.net to report a ubuntu bug, it does not work well.
1. If I add my comment to an existing ticket, the attachments are simply lost
2. If I create a new ticket, it assumes that the first ticket I open is the ticket the attachments should be applied to.
Any time apport adds attachments to launchpad, it should give me an option whether or not the attachments should be added to the current ticket.
