Bug description doesn't get checked for remote bug links

Bug Description
Launchpad parses bug comments and extract links from them to remote bugs and adds watches for those bugs to the bug against which the comment was made.
However, Launchpad doesn't parse the bug description for remote bug links when the bug is filed. This means that, though someone may put useful links to remote bugs in a description, they won't get added as watches until someone deliberately adds them in a comment. Bug 256042 is a case-in-point.
The bug's description should be parsed in the same way as bug comments when the bug is filed.

Note that the description can also be modified later on (differently from comments); I think it's nice if we cover both cases because otherwise it's an unobvious difference to the end-user.
