Bug Description
Currently just any user who makes a suggestion gets added to the translator credits, regardless of whether the suggestion is correct or not, and there is nothing a reviewer or a translation team member can do to avoid this.
Although I agree to giving credit were credit is due, even if the contribution is small, there should be a way of controlling this, as in e.g. only add the contributor to the credits if his/her suggestion is valid, i.e. accepted.
Otherwise we get quite often to situations where GNOME upstream packages who have been translated by one or two people with great effort present a huge list of translators in Ubuntu, where most of them have done no real work on the translation at all.
