"50 Most recently uploaded packages" on related-software page is incorrect

Bug Description
The relatively new abbreviated related-software page doesn't describe the page accurately.
The maintained packages may or may not have been uploaded to Ubuntu by the maintainer so it's a bit more confusing there (If I maintain a package in Debian and someone else asks to have it sync'ed into Ubuntu, that upload will show up on this page).

I marked this as a dupe of bug 43020 because the "last 50" change was a desperate kludge to get the page to render
something within the timeout parameters.
This was always intended to be temporary, and we'll be batching the page soon, as per that bug.
Your second comment seems like a separate issue - please feel free to file a separate bug if you think it needs addressing. A specific suggestion would be good!
