Report a bug dialog should provide more help in screening for duplicates

Bug Description
When I want to report a bug, the "Is the bug you're reporting one of these?" page usually doesn't find existing duplicates of the bug I'm reporting.
I'd like this page to give me the ability to do more in-depth searches looking for duplicate bugs without having to open a second browser tab to separately screen the bug reports for duplicates. Even just enabling me to look at more than 10 possible duplicates would be great.
Perhaps it could offer to let me look through bugs related to packages who's bug reports match the terms I typed into my bug Summary. For example, If my summary includes the term "updating", I want to be presented with a link called "Bugs related to package: Update Manager (update-manager)". Clicking the link would give me a dropdown which would let me scroll through bugs reported against the update-manager package with similar Summary terms. If I find a bug which seems similar, I want to be able to view the entire report without leaving the page.
I think improving this could significantly reduce duplicate bugs reported through the "Report a bug" button on Launchpad.
