"This bug is already open ... with no package specified" error is useless

Bug Description
1. Find a bug report that is filed on Ubuntu with no package specified.
2. Choose "Also affects distribution".
3. From the "Distribution" menu choose Ubuntu, and enter a package name.
4. Click "Continue".
What happens: You are returned to the "Also affects distribution/
What should happen: Launchpad should not return you to the "Also affects distribution/
