"This bug is already open ... with no package specified" error is useless

Bug Description

1. Find a bug report that is filed on Ubuntu with no package specified.
2. Choose "Also affects distribution".
3. From the "Distribution" menu choose Ubuntu, and enter a package name.
4. Click "Continue".

What happens: You are returned to the "Also affects distribution/package" page, with the error: "This bug is already open on Ubuntu with no package specified. You should fill in a package name for the existing bug." But the package name field is already filled in!

What should happen: Launchpad should not return you to the "Also affects distribution/package" page. Instead, it should gratefully accept the package name information you have provided.
