Don't provide subtabs for pages which have no content

Bug Description

See https://edge.launchpad.net/soyuz, for example. The Announcements and Downloads links do nothing useful. They might as well return a 404 and not be linked. Similar things happen on person pages - Related Software being a significant culprit.

But the best are probably distribution pages like https://edge.launchpad.net/fedora. They have Mirrors and Builds tabs which make no useful assertions, and a PPAs tab which makes some incorrect assertions.

Empty distributions probably also don't want a package search box (see also bug 196322).

I agree, however, I feel that simply removing a tab which doesn't have any content would make inconsistency regarding the layouts in launchpad.

However, what about greying them out and removing a link, adding a title saying that this tab has no content?

Though, another issue there is that even though there is no content, if a tab is removed, how is the user supposed to add content?
