"Please log in to work on translations" is at the bottom of the page

Bug Description

On a page such as <https://translations.launchpad.net/ubuntu/dapper/+source/bluez-pin/+pots/bluez-pin/iu/+translate>, the main heading says "Browsing Inuktitut translation". But the reason you're browsing, rather than translating, isn't displayed until the end of the page: "You are not logged in. Please log in to work on translations."

It would be more obvious if this sentence was immediately under the main heading, and included a link: "(You need to be _logged in_ to work on translations.)"

This can go for any page in Launchpad where logged-in users can do something. In all cases, the "Log in" reminder is shown at the very top of the page

The difference in this case is that there is also a summary of access permissions at the bottom that _also_ says it. So if anything, this page is still doing it better than the other ones!

This is not yet a problem for most Launchpad pages, because most Launchpad pages either (1) redirect you to a login page or (2) don't actually let you do anything (instead linking to secondary pages of type #1).

The bug report page is currently the main exception, and (apart from bug 96751) it gets this right: if you try to change the status of a bug while logged out, it will explain that you're not logged in *at the beginning of the status form*. But the translation page gets this wrong: if you try to translate something while logged out, it will not explain this until the end of the page. That other pages currently don't have the problem isn't relevant: the problem will need to be addressed on other pages, in similarly context-sensitive ways, when inline editing is introduced to those pages.

If this was not a valid bug, bug 243215 would never have been reported, because it would have been obvious to the reporter that they weren't logged in.
