Bug Description
At the moment it's not possible to retarget bugtasks using the email interface. The only way to retarget things by email as it stands is to create a new bugtask for the new bug target and then invalidate the old bugtask. This creates noise and isn't the right way to do it - especially considering that that's precisely not what's supposed to happen when using the web UI.
There should be a command available in the email interface to perform the retargeting.

This is actually a really annoying limitation: maybe 20% of the bugs on bazaar are in plugins and thus need transferring. Many of our volunteer triagers use a mail based workflow; and having to ask them to *not* triage such bugs in their normal way is sad-making. We ask them to be sure to transfer when its appropriate because of invalid bugs still notifying when a different task changes.
