Link in warning about mistaken assignment opens a new page even if JS is available

Bug Description
1. Turn on JavaScript, if it is not turned on already.
2. Assign a bug to someone who hasn't previously been assigned any bugs in that project.
3. In the resulting warning message, click the "change the assignment" link.
What happens: You are taken to a separate +editstatus page, and the assignee field is not auto-focused.
What should happen: You should not be taken to a separate page. Instead, the relevant section should expand in the page you're already on, and the assignee field should be focused.
The current behavior should be preserved if JS is turned off.
