Difficult to find (partly-)untranslated templates in high-coverage languages

<https://translations.edge.launchpad.net/ubuntu/hardy> reports that the Spanish translation has 12138 untranslated strings.

But an aspiring Spanish translator clicking on the "Spanish" link <https://translations.edge.launchpad.net/ubuntu/hardy/+lang/es> is presented with page after page after page of completely (or very nearly completely) translated templates. Reportedly, this has driven away volunteer translators who assumed that Spanish was all done.

This could be fixed by sorting completed templates last.

I doubt this is a duplicate. Bug 112 is about searching for packages. I think Launchpad should present templates that need translation work without any extra effort, searching or otherwise.
