Bug Description
I see a two classes of signature errors in recent oops reports. they may be related.
InvalidSignature: Signature couldn't be verified: (7, 8, 'Bad signature'):
OOPS-916CEMAIL2, OOPS-917CEMAIL4
InvalidSignature: Signature couldn't be verified: (7, 9, 'No public key'):
OOPS-917CEMAIL2
It may save time to fix this bug at the same time as bug 211830
