There is no 'ask a question' link on search results for 'All projects'

Bug Description

I came to ask a question about software in general (https://answers.edge.launchpad.net/ubuntu/+question/38276) so I left the radio button set to 'All Projects'. Once I look at the initial search results I can see that there is no 'ask a question' link on search results for 'All projects'. I think that's a mistake.

Confirmed, although the url should probably be the main answers page (https://answers.edge.launchpad.net/).

You cannot ask a question without first selecting a project. This is a hard problem to solve. The current implementation would require a multi-step form where the user first had to locate a project or distribution and package before asking a question.
