XPI parser treats "//" in properties file as end-of-line comment

Bug Description

When the XPI importer sees a double slash (//) in a .properties file inside an XPI archive, it treats it as an end-of-line comment marker.

This doesn't seem to be correct. Looking at the properties files in the Firefox en-US.xpi, I only see the double-slash used in URLs. Treating // as a comment marker breaks import of all URLs in .properties files; see bug 230308.
