Salesforce proxy needs more thorough testing via stub server

Bug Description

The testing of SalesforceVoucherProxy needs to be enhanced to include testing against a XMLRPCServer running in a separate thread, similar to the way the Google service is tested.

We removed the Salesforce voucher proxy in early 2020, so we no longer need to add more tests for it.
