unembargo-package.py fails for architecture-independent binaries

The current unembargo-package.py has a problem dealing with arch-indep binaries.

Arch-indep consists of multiple publishing records referring to the the same binarypackagerelease and it confuses the portion of the code responsible to unembargo the binarypackagerelease files (move from the restricted to the public librarian instance). It tries to move files more than once.

This is a blocker for security-in-soyuz deployment.
