bug activity log has no information about privacy changes

This bug was filed by apport as a result of a crash. We we found the bug, about 20 minutes after being registered, it did not have the need-amd64-retrace tag, and was not marked as private.

I set it as private (it has a coredump attached). To our surprise, still there was no activity log generated for my change.

We would like to know what is going on.

The fact that the activity log is not being updated when a bug is made private and possibly unmade private is something that I'd like to see fixed.

I looked at the mailing list and the bug was initially reported with only the apport-bug tag and was not set to private. This may very well be an issue with apport and not Launchpad. It'd be good to try and create a python crash and see what happens when apport files the bug.
