archive-cruft-check.py: no output for hardy-updates?

Bug Description

archive-cruft-check.py is used successfully against the current development release to identify the list of packages which are candidates for NBS-based removals, as documented at <https://wiki.ubuntu.com/ArchiveAdministration#head-ef54afaa92dc55a2e7c4e39b7a7d1b996a099f8c>. But when trying to run it as follows, it fails to correctly identify NBS kernel packages in hardy-updates:

$ archive-cruft-check.py --suite hardy-proposed /srv/launchpad.net/ubuntu-archive/
