Bug Description
The script in question will use the new PubHistoryCopier component to copy existing source packages from a given distroseries to a newly created rebuild archive (publish=False).
The script will take command line parameters allowing the user to specify the rebuild archive name, the distroseries and the component from which source packages are to be copied.
