too easy to change username in Launchpad

Bug Description
With more and more things being based on Launchpad usernames, it's
really too easy to change them (either that or we shouldn't expose
them in so many places). Specifically, anyone can at any time change
their LP username and break:
a) their <lpuid>@ubuntu.com email alias
b) their PPAs (hardcoded into users' /etc/apt/
c) published bzr branches
At an absolute minimum, the user should be warned about this and any
other potential fall out from username changes.

I've seen several cases where users had good reason to change the name, but fully agree that such a change should be associated with a very strong warning.
It's also worth noting that in addition to the set of issues with name changes inside LP, the increasing use of OpenID for other services further complicates things. While the scope for pain is potentially infinite, things of direct interest to many LP users might include access to various wikis, Ubuntu development support sites (e.g. summit, revu), etc.
