"List all FAQs" for a package should not list all FAQs for the distribution

Bug Description
If I click "Help -> Get Help Online" in Pidgin, I end up at this URL:

On the left side, there is a "List all FAQs" link. Logically, I would expect that to show me Pidgin FAQs, but it doesn't. It shows me all the Ubuntu FAQs. It's the only link in that section that is not specific to the package. I believe that link should show the FAQs for the package *as well as* the FAQs for the upstream project that is linked to that distribution package.

Packages are not IFAQTargets; source packages do not have FAQs. Registering an FAQ could *know* about the package either by storing the package in the schema or adding it as keywords. I prefer the keyword solution. because restricting the schema extends the "link to faq in parent probelm" from projects in a project group to distributions.
The desired behaviour is to list relevant FAQs when getting a listing for the package. Since packages share code or come from a common upstream projects, FAQs need to be shared. keywords were intended to provide better listings, but Lp doe not help users provide keywords.
