Bug Description
If the goal of PPAs are to provide a simple distribution method for individuals to publish packages, it also makes sense to allow bugs to be filed against those packages. This would, in effect, treat PPAs like mini-distros, which from an end-users perspective, they are.
This would also alleviate the very frustrating problem for maintainers of official packages in distributions to have to deal with misfiled bug reports.
